If a file in the core distribution is under the 'cpan/' directory, that means it is "maintained upstream," i.e., on CPAN itself.

It also means that bug reports go to the location specified in that distribution's CPAN documentation.  The author/maintainer evaluates the bug report, makes changes first on CPAN and then propagates the changes downstream to the core distribution.

In this case, http://search.cpan.org/dist/parent/ tells me that you should file the bug report here:
