There are:

/usr/lib/gcc/x86_64-linux-gnu/4.9/libquadmath.a
/usr/lib/x86_64-linux-gnu/libquadmath.so.0.0.0

And then, the symbolic links

/usr/lib/gcc/x86_64-linux-gnu/4.9/libquadmath.so -> 
../../../x86_64-linux-gnu/libquadmath.so.0
/usr/lib/x86_64-linux-gnu/libquadmath.so.0 -> libquadmath.so.0.0.0

And they come from two different debian packages:

libgcc-4.9-dev:amd64: /usr/lib/gcc/x86_64-linux-gnu/4.9/libquadmath.a
libgcc-4.9-dev:amd64: /usr/lib/gcc/x86_64-linux-gnu/4.9/libquadmath.so
libquadmath0:amd64: /usr/lib/x86_64-linux-gnu/libquadmath.so.0.0.0
libquadmath0:amd64: /usr/lib/x86_64-linux-gnu/libquadmath.so.0

I have no idea why Debian uses this convoluted structure.
