[perl #122787] Move ExtUtils-Install from cpan/ to dist/

Looking at http://search.cpan.org/dist/ExtUtils-Install/, I see that ExtUtils-Install's repository has been changed to https://github.com/Perl-Toolchain-Gang/ExtUtils-Install and that its bug tracker has been changed to https://rt.cpan.org//Dist/Display.html?Queue=ExtUtils-Install.

Hence, ExtUtils-Install is now "maintained on CPAN" and there is no further need for this RT.
