[perl #122800] PATCH: remove remaining uses of Test.pm in dist/

This patch removes all remaining uses of Test.pm outside of cpan/ dists, as requested by rjbs.

Tested with:

    ./Configure -des -Dusedevel
    pushd dist/IO
    ../../perl Makefile.PL PERL_CORE=1
    PERL_CORE=1 make
    PERL_CORE=1 make test
