I think there are three steps to getting something done.

Knowing something needs to be done.
Knowing that the something is doable.
Doing it.

I think a vision statement serves to document the first two, so that people
with less insight can go on to the last point.

Oh and needs to be done can be as simple as "the pumpking would gladly
merge patches that do X".
