The concise-xs.t is failing in win32 because there's no strtold() in 
win32 (I recently added POSIX::strtold, if HAS_STRTOLD):

I don't quite understand the test failure in Win32:

not ok 1200 - XS sub:   POSIX::strtold 

#   Failed test 'XS sub:         POSIX::strtold' 

#   at ext/B/t/concise-xs.t line 333. 

#                   'err: unknown function (POSIX::strtold) 

# ' 

#     doesn't match '(?^: is XS code)'

Did I add it to POSIX.xs (or POSIX.pm) somehow wrong?
I did use not_here():

C:\Users\p5p\perl>perl -Ilib -MPOSIX -le "print 
POSIX::strtold('1.23')+1"
strtold is not a valid POSIX macro at -e line 1

as opposed to:

perl -Ilib -MPOSIX -le "print POSIX::strtod('1.23')+1"
2.23
