Approximately 12 tickets were reviewed or otherwise looked at, and 1
patches were applied.

I started implementing list pipe open this week.  The initial approach
I tried this week, calling get_command_line() and passing that to
win32_popen() didn't handle batch files correctly, improved next
week...
