lib/File/Copy.t TODO passing

Hi Jerry,

In 2008 you reported[1] that some of the lib/File/Copy.t permission
tests were failing on Cygwin, and a patch was applied[2] that marked
some of the tests as TODO.

My cygwin perl tester has been reporting those tests as passing TODO
tests for at least several months.

If you test blead (or 5.20) are those tests reported as passing TODO
tests?

I'm running:

  $ uname -a
  CYGWIN_NT-6.1-WOW64 saturn 1.7.30(0.272/5/3) 2014-05-23 10:36 i686 Cygwin
