I've done a few releases of Time::Piece, generally to get required-by-blead changes out into CPAN versions. There is a small, mounting set of pull requests &c. https://rt.cpan.org/Public/Dist/Display.html?Name=Time-Piece https://github.com/rjbs/Time-Piece/pulls I am not keeping up with this as well as I should. I would like if someone would take co-maint, work through these issues, make dev releases, get smoke results, and make stable releases we can integrate. You probably know the deal.
