maint-5.20 - smokes and build fixes

There are not many smoke reports currently showing for maint-5.20
(smokers, please can we change that?), but of the reports I see on
http://www.nntp.perl.org/group/perl.daily-build.reports I notice that
g++ with -DPERL_GLOBAL_STRUCT_PRIVATE is not happy, e.g.:

This is surely fixed by 31114fe991, but a compilation/build fix of
that sort doesn't currently fall into any of the categories deemed
acceptable by perlpolicy.pod for back-porting to maint.

I can't see any harm in doing it, though. Can we get some +1s from
committers on this, and if so then I'll update perlpolicy.pod too.
