Searching for the module on metacpan goes to: https://metacpan.org/pod/Date::Time which shows the module is part of the OO-DateTime distribution. There is also a helpful link to its issues queue in the left sidebar. However, I see that the last release was in 2000, so you may be out of luck with regards to getting support for that module.
