The hash util changes are to diagnostics code useful and intended only for
analysing our hash function.

Anyway, I dont care much, I just think this policy should be more flexible
than you make it out.

Changes to something useful, sure, but changes to a script that calculates
the average length of a bucket chain? Doesn't make sense to me.
