Well nobody brought that up in #121119 in 2 months of debate. Add your 
idea to the ticket. I can't implement it since Win32 doesnt have 
parallel make, since there is no Configure.

The 2nd patch needs some consensus whether test 86 in stat.t which tests 
"-A" operator, if the test needs to be fixed/skipped to not fail, or fix 
the core (how IDK, since IDK what -A is supposed to be). BG reading

Will new COW be on for 5.20 or will it go off for RTM just like it did 
for 5.18?
