OP mentioned EBCDIC in context "support for z/OS, specifically EBCDIC support...."
so I was thinking on z/OS side, I stated that free software exists to have pre-z/OS setup
(I do have this stuff installed)

So IMO "yes and no" is not proper for my statement, only "yes" part is valid.

If existing C can not build perl right now and setup smoking machine - is another 
question, need  some time to provide an answer though.
