Actually there exists free emulator (Hercules) that is fully capable to run z/OS.

z/OS is not freely available, but previous OS version *is*, so getting z/OS-compatible
configuration is possible for free.

So - the answer is - yes.

Ok, yes, this is what I think is doable, but - indeed - this needs some investigations to say for sure.
