If I remember correctly, EU::Manifest used to be distributed in the core only and I dual-lifed it at some point to make some of the improvements in the core available on CPAN.

Never having contributed anything substantial to the module, I didn't include myself as an author in dist.ini and therefore META.yml.

The Perl-Toolchain-Gang organisation on github might be a good candidate for taking ownership of this.

A repository containing the code I used to dual-life the module should be available on github.com/rafl.
