I was trying to build 5.18.2RC4 on Windows and dumper.t failed. I see that a I reported similar error for cpan distribution, perl 5.17.10 and 5.18.0 http://www.cpantesters.org/cpan/report/b5e5fcd7-6c15-1014-ba14-9b6ddb05e747
