perl-5.18.2-RC3 is now available

I am alive to report that perl-5.18.2-RC3 is now available.

Its commit, a77efdad053c945eb838c6342c2b2bcd9afb4524, will be tagged after the
final release (due to annoyances with cmp_versions.t that I haven't yet
attacked, btu which were being looked at today).  This time, I *did* push that
commit up before sending this notice!

It is on its way to the CPAN but can be found here in the interim:
