Building perl 5.18.1 on FreeBSD 9.2 on a 64bit machine failed.

Problem #1: 

The dtrace command on freebsd apparently requires the '-64' option in this case.

This bit in Makefile.SH failed:
$dtrace -G -s perldtrace.d -o perldtrace.tmp >/dev/null 2>&1
ld: Relocatable linking with relocations from format elf32-i386-freebsd (/usr/lib32/dtrace/drti.o) to format elf64-x86-64-freebsd (perldtrace.tmp) is not supported
dtrace: failed to link script perldtrace.d: failed to link perldtrace.tmp: ld exited with status 1

Changing it to this:

$dtrace -64 -G -s perldtrace.d -o perldtrace.tmp >/dev/null 2>&1

worked.

Problem #2:

The linking phase for miniperl failed with missing symbols from the elf library.  I reran with '-lelf' tagged at the end of the command line and was able to generate miniperl, and then make finished building perl.
