This patch adds a function is_core() to Module::CoreList (added function, doc to .pod, and test t/is_core.t).
It can called in two ways:

	is_core('Module::Path') returns true if the passed module was in core in $^V (ie the running version of perl)
	is_core('Module::Path', '5.010001') returns true if the passed module was in core in the specified version of perl

I wrote this function and used it in various scripts, as it's generally what I want to know.
