changes to \Q \F \Etc and "casemod escapes"

In my little list of long-running issues, I have "casemod escapes."  I *think*
the most comprehensive thread on this was:

In the year and a half since then, I don't *think* there has been much work on
figuring out any sane way forward.  Really, my recollection is that there has
been no real idea for how to make things both sane and work "the same enough."

Did I fail to find a significant thread?

I am tempted to abandon this tracking issue as "nobody working on this or
having any idea just what we want."
