Continuing along in the lib/ tree, I am attaching a patch to convert 
lib/FileHandle.t to use of Test::More and to provide descriptions for 
all individual tests.

I have also pushed this to a smoke-me branch, as runs on VMS and 
MSWin32, among others, would be valuable.

The tests in this file mostly date back to 1996.  I made no attempt to 
"improve" their design or scope.  We can do that in a separate RT, if 
desired.
