Yes, it really doesn't belong here. The objection is nothing about
community. It's off topic.

This is a very specific list about development for the perl 5 core.

The parrot announcements belong here about as much as they belong on (say)
the jobs list. Or about as much as Moose release announcements belong here.
Or Rakudo announcements. Both of which are more relevant, and neither of which
are mailed to this list.

If they belong on *any* perl list, I'd argue that it's the advocacy list.
But I don't think that it really belongs there either.
