I still don't understand why someone wouldn't use the CPAN toolchain.
Or rather -- if someone is in an extremely constrained environment
(e.g. no Internet access allowed, no local minicpan allowed), then
they're living under such a strict security regime anyway that a
little bit of extra manual work is probably so typical as to not be a
concern.

Are these masochistic CPAN-avoiding users real or just boogeymen?
