That is probably the right rallying-point, if there is anyone to rally.

When I announced I was stepping down as release manager in March 2011,
it wasn't until October 2011 that Leon graciously stepped up to be the
"caretaker" manager.

And there have been no volunteers since to take on even the little bit
of housekeeping that Leon has done.

Regardless, I don't see it as having any place in core any more
because the CPAN toolchain has evolved to be able to bootstrap *any*
build tool, which wasn't the case back in 5.9.X.
