For commonly used things, according to their metadata:

  ExtUtils::MakeMaker   | 9945
                        | 5302  (probably means EUMM in most cases)
  Module::Install       | 4177
  Module::Build         | 4146
  Dist::Zilla           | 3838

I rewrote my original sentence twice and still failed to say the second clause
the way I wanted.  I will try again:  It is not clearly the thing that almost
everybody recommends for most purposes.  That is:  it didn't win in usage, and
it sure doesn't seem to have won in recommendations, either.

I see a lot of commonality with the inclusion, then removal, of CPANPLUS.
