The "nobody wants to maintain it" argument isn't the whole argument.

It was expected to be "the new Right Way" to build dists.  That didn't happen.
It isn't the most common way, or even the most recommended way.

So:  it isn't needed to bootstrap installs.  It isn't recommended as "the tool"
to use for building new software distributions.  It isn't (because of the
"unmaintained" part) going to become those things.

So why are we shipping it?
