It was expected to be "the new Right Way" to build dists. That didn't happen. It isn't the most common way, or even the most recommended way. So: it isn't needed to bootstrap installs. It isn't recommended as "the tool" to use for building new software distributions. It isn't (because of the "unmaintained" part) going to become those things.
