I seem to recall it applies to both, but I may be mistaken.

However I don't think it matters.

The times where I have wanted to add verbatim pod 80 columns hasn't
been wide enough anyway. The thing I want to quote is wider than that
anyhow, and then the indentation rules means that the 80 actually ends
up more like 60 in practice, which is too little for anything but the
most simple uses.
