Because of its similarity to issues discussed in
https://rt.perl.org/rt3/Ticket/Display.html?id=20505, I merged your
original ticket into that one.  RT #20505, in turn, is being tracked by
RT #116685.  As that latter ticket suggests, we recognize the need to do
a thorough overhaul of the 'perlbug' utility program.  When that work
commences, your patch will be given due consideration.

A word on how to do follow-up:  Once you have opened a ticket via
'perlbug', you should not use 'perlbug' to do *follow-up* posts. 
'perlbug' is only for the *initial creation* of RT tickets.  For
follow-up posts, you should either use the https://rt.perl.org/rt3 GUI
interface (as I am doing right now), or reply to the mail version of a
post via the perl5-porters mailing list.  For the GUI interface you will
need a Bitcard account.  For the mailing list, you will need a
subscription to that list.  For further information, either call
'perldoc perlhack' or log onto #p5p on irc.perl.org and ask (nicely!)
for assistance.
