I'm imagining that we'd keep the pointer to the web but also offer to
continue the perlbug process by emailing instead of  The minimal upshot is collected system and perl
information in CPAN bug reports.

perlbug itself isn't going to let someone fill in a web form, so I don't
see why enriching the email process is going to hurt.  I suppose perlbug
could do is open a browser to a preloaded web form somewhere.
