So, to get this straight:

my @key=   keys %hash;
my @value= values %hash;

With this change, there is no guarantee anymore that $key[N] => $value[N] (in the same process) ?

I'm not 100% sure, but FWIW I think I have used this property of keys() and values() in production code in the past.
