[perl #117115] write a test for Porting/README coverage

The perl.git Porting directory now has a README file giving a summary of what's
what in the perl "stuff for doing perl dev work" directory.

Add a test to t/Porting that asserts:

  a) every file in Porting/README exists in Porting
  b) every file in Porting exists in Porting/README
