that's a big patch!

File::Spec/PathTools/Cwd are maintained as part of the perl core, so as 
much by me or you as by anybody else. In practice, I guess I'm sort of 
the closest to a maintainer that File::Spec has, but I'm not doing a 
great job at it. Without reviewing the actual patch (arg, lots of work), 
I wonder whether it has any impact on portability?

Are we sure that this can't go in before 5.18? If not, then NOW is the time.

Would you be willing to do the work involved? You have commit access, right?
