I agree with Yves.

usesitecustomize is undef by default (so not available in most perls)
besides that, I cannot tell my *script* to rely on something defined on
sites, hence I cannot ship scripts that need it.

I can imagine pluggable interfaces, which I can 'use' when err/dor is
not in CORE, but not by use of site related stuff
