I delight in taking issue with Tom. This is like saying that Ken Thompson
wrote an editor, assembler, and a shell in a week, so it's trivial.  It's
not (unless you are Ken or Tom).  Tom spent a lot of effort on the original
perlopentut (I believe), so he has a right to feel a sense of ownership.
The fact that he's willing (eager, in fact) to suggest it needs a complete
rewrite, and gave us a significant start, is worthy of praise.  But it's
worth doing well, because it's a very important part of perl.  So, let's do
it right, if not fast.  There's no hurry, but I think Tom is already
close.
