Why wait another year?  If someone could draw up, in effect, a 
requirements document, then this could be the sort of project for which 
we could (a) schedule work at distributed hackathons 
(http://preview.tinyurl.com/aurfpr5); or (b) use as an "introduction to 
work on the Perl 5 core distribution" assignment.
