I have been wondering much the same thing as I have been looking over
pod2html in recent months.
I think they belong on CPAN, not in the core distribution -- even on a
"dual-life" basis. But before we move these to CPAN-only, we need to
deal with reported bugs and to recruit a CPAN maintainer.
(Don't all volunteer at once! ;-) )
