 Hi,

I've included a patchset for:
1. testing if files in Porting/exec-bit.txt have a shebang (integrated into the
t/porting/exec-bit.t test file).
2. adding shebang lines for files that had failed the test.
3. adding an entry to the AUTHORS file.

This task was written in rjbs' perltodo Github repo[1].

Caveat:
There is a file in the main directory (config_h.SH) that does not have a
shebang line (and therefor fails the test) because it is generated from a Perl
script (Porting/config_h.pl). I have raised the issue on the mailing list[2]
and subsequently H.Merijn Brand patched it in blead[3]. These patches are
rebased on top of blead (including Merijn's fix to config_h.pl) as of the
timestamp of this email.
