In particular, one of our current goals is to move as many things as
possible out into cpan/, to ease the development burden on the core
developers. This means that there will likely continue to be more cases
like this in the future. The existence of files under cpan/ really
shouldn't be taken to mean anything other than "this module is
maintained primarily on CPAN", which can be true even for modules that
most people would consider to be important to the core.
