In that it should be possible to cut things down in a way that the existing toolchain can bootstrap up from it just fine. (For starters, this means that everything that "goes" needs to be dual life, not just in lib/ or ext/) Whereas if one is not aware of this when thinking how to cut things down, one might make a small change that prevents it.
