[perl #106870] POD formatting fixes

Attached are two patches fixing POD errors. The first is in
ExtUtils-Install which is maintained in blead; the second is for
Term-Cap and Pod-Parser which don't have a listed upstream in
Module::Corelist, and I've also provided the patches at
