Contentious changes code freeze in next release - 5.15.6

Hi porters,

I'll be the release manager for the next release, 5.15.6, which is 
scheduled to happen on December 20 (two weeks from today).

This release is the last release for contentious changes. That does not 
mean that you should wait until December 19 to merge a whole bunch of new 
stuff that breaks the build!

So what's contentious? I have no idea. Ask rjbs ;)

If you have any contentious changes you're working on ... well, it's 
probably a little late to rush a merge in, but I'll leave that up to rjbs. 
Don't worry, there's always Perl 5.18 in 2013. That's the plus side of a 
regular release schedule.
