[perl #75186] Remove references to emacs/

The first of the two patches would now have to be made against
'cpan/perlfaq/lib/perlfaq3.pod'.

Do people feel that the sections being proposed for removal from the
docs are indeed obsolete?  If so, then they could be updated and
applied.  If not, rejected.
