You are right. Unfortunately, Windows behaves a little odd for this, and this restriction reduces the usefulness heavily of mklink. I overlooked that restriction, sorry.

It is certainly possible to add this, but it will be of limited utility:
the symlink() function will still fail unless you are running the perl
program as an administrative user, and with elevated privileges.
