This is a bug report for perl from golovko_yuri@rel.com.ua,
generated with the help of perlbug 1.39 running under perl 5.14.2.

test prog 1.
#!/usr/local/bin/perl

use strict;
print "${Ă“balance}\n"; ### c is russian symbol
print "$Ă“balance\n";   ### c is russian symbol

the output:
> ./test1.pl

balance
----------------------
test prog 2.
#!/usr/local/bin/perl

use strict;
print "${cbalance}\n"; ### c is english symbol
print "$cbalance\n";   ### c is english symbol

the output:
>./test2.pl
Global symbol "$cbalance" requires explicit package name at ./test2.pl line 4.
Global symbol "$cbalance" requires explicit package name at ./test2.pl line 5.
Execution of ./test2.pl aborted due to compilation errors.

As you see at first example perl doesn't report an error as should not be.
