Last time i checked Devel::CheckLib was not very cross-platform, with little interest of the author to make it so.

And this sort of thing in the tests when installing doesn't encourage me to believe that changed:

t/cmdline-LIBS-INC.t .......... skipped: Couldn't build a library to test against
t/custom-function.t ........... skipped: Couldn't build a library to test against
t/dash-l-libs.t ............... skipped: Couldn't build a library to test against
