Proper use of podcheck.t --regen and --add_link options

If a valid link is shown by podcheck.t to be broken, it is best to use
  --add_link LINK1 LINK2 ...

This adds it to podcheck's db of valid links.

--regen should be used for other situations, such as

  1) an issue got fixed, and the db should be updated to reflect that
  2) an issue is a false positive, and need never be fixed
  3) an issue is valid, but you don't have the tuits to fix it.

Dave Golden et.al. have come up with some ideas to make --add_link semi- 
or fully automatic, but we are awaiting a ruling from Jesse about this.
