Test hangs for 64-bit perl 5.14.1 build on Win2008 Server R2

Trying to build/test 5.14.1 cleanly on Windows 2008 Server R2, native
64-bit, using mingw-w64 toolchain (downloaded from strawberryperl.com) and
dmake.

After doing recommended setup in perlwin32, build completes without
incident.

However when testing via "dmake test", interminable hangs occur (without
exception) on

cpan/Archive-Extract/t/01_Archive-Extract.t

and

cpan/CPANPLUS/t/19_CPANPLUS-Dist.t

Some Googling reveals that others have seen these issues on Win7, and there
are at least a couple open related RT tickets.

Has anyone surmounted these hangs deterministically on Win7, Vista or 2008,
for 5.14.1 or later?
