-2 = EAI_NONAME (NAME or SERVICE is unknown.)

I'm guessing transient DNS failure looking up cpan.perl.org.  My DNS 
server shows a query for "cpan.perl.org" followed shortly afterward by 
"cpan.perl.org.locallan" which shouldn't have been tried unless the first 
didn't get an answer.
