Currently there are 3 todo tests that produce crashes on Windows
(all in t/re/reg_fold.t, I think).

On most Windows systems each crash will produce a popup dialog,
asking the user to either abort the program, or load a just-in-time
debugger.  You have to close these dialogs for `nmake test` to
continue.

I wonder if this is a good experience for people trying to build Perl,
who are not familiar with our practice to run crashing todo tests as
part of a release build.  It could certainly leave some doubts about
the reliability of the project as a whole, if they don't understand
what is happening, and why it is benign.

So, wouldn't it be better to skip todo tests known to crash in
non-dev builds altogether?

And yes, this is just an advocacy argument, not a technical one.
